The Beijing Education Commission released the Beijing Guide to AI Application in Education (2024) on October 28, 2024, which encourages the use of AI in teaching, learning, evaluation, education, research and management.
The Guide reflects China’s support for integrating the use of AI into educational frameworks.
China’s data protection laws and other relevant laws must be complied with.
On October 28, 2024, the Beijing Education Commission released the Beijing Guide to AI Application in Education (2024) (“Guide”), China’s first guide to the application of AI tools to education in China. The Guide encourages the use of AI in six key areas:
Teaching: lesson planning and preparation, classroom management, analysis in instructional strategies, learning analysis, coursework management, Q&A tutoring, curriculum design, teaching aids, cross-curricular learning aids, etc.;
Learning: support for personalized learning, language learning assistance, integration of game-based learning, contextual learning, personalized tutoring, etc.;
Evaluation: assessment and analysis of student data, comprehensive quality assessment, student assessment, academic assessment, etc.;
Education: reading assistance, music and art education, physical health, mental health, etc.;
Research: faculty professional development, research management, experiments, research assistance, etc.; and
Management: student information management, campus security administration, academic administration, etc.
The Guide emphasizes that the use of AI applications must comply with the PRC Cybersecurity Law, the PRC Data Security Law, the PRC Personal Information Protection Law, and the PRC Minors Protection Law.
Implications for U.S. Higher Education Institutions
The Guide builds on China’s application of AI to other fields (e.g.,the judicial process) and demonstrates its support for the use of AI in an educational context. It both describes how AI can be applied to enhance education (including in education management and delivery) and standardizes the uses of AI in education consistent with technological development and teaching and learning needs. The Guide, which applies only to schools in Beijing, represents the start of China’s efforts to apply AI in education. U.S. institutions with international programs in China should monitor, understand and comply with all relevant laws and regulatory frameworks pertaining to AI use in China in addition to ensuring that any AI use in education complies with China’s data protection laws and regulations.
