Emma brings to XL Law & Consulting deep understanding of international and domestic privacy law compliance and is experienced in developing and implementing compliance programs within uniquely decentralized higher education environments.
Emma most recently worked for the University of Denver, where she served as senior leadership’s subject matter expert on international and domestic data privacy compliance and led the conceptualization and execution of the University’s risk-based approach to international data privacy compliance, focusing on General Data Protection Regulation (GDPR). Emma’s duties there included working closely with General Counsel to draft and negotiate data protection addendums in compliance with GDPR and Colorado Privacy Act. She also regularly developed compliance checklists, risk summaries, legal development trackers, and other resources to aid senior leadership and other internal risk owners in gauging the University’s risk tolerance and developing compliant practices that are consistent with its risk tolerance.
Emma has experience overseeing a University-wide records management program, including maintaining the University’s records retention schedule and working with diverse stakeholders throughout the University to promote fundamental data privacy principles, such as data minimization and storage limitation. compliance matrix, consisting of over two hundred laws, regulations, and ordinances that could significantly impact the University. In maintaining that compliance matrix, Emma collaborated with compliance risk owners in over forty departments to assign risk impact and likelihood ratings and to identify, evaluate, monitor, and provide guidance on existing or new mitigation techniques.
Emma received her B.S. from University of Vermont, and J.D. from the Pennsylvania State University Dickinson School of Law.
